The government wants to set new emission limits and implement a Low Emission Zone

PRAGUE (MEDIAFAX) - Government at its meeting Wednesday will consider a bill to establish new emission limits in areas with the most polluted air. The amendment also allows municipalities to establish low emission zone, the promoter of the Act are members of the coalition, headed by the Minister of the Environment.

Measures to set emission limits only for particular types of pollution sources, but also for individual areas. Emission ceilings and territories on which they are applied, setting out the government's regulation. To meet the new emission limits would be accountable to regional authorities.

"Determination of emission ceiling for the over-burdened by air pollution and generally defined group of stationary sources enables more efficient performance of public administration in the regulation of emissions from these sources of air pollution, which in the defined area contribute to exceeding the emission limits," state petitioners.

The amendment would also allow municipalities for overshooting one of the values ??to set on their territory so-called low-emission zone, and by regulation. Low Emission Zone will be able to announce only the village where they are exceeded air pollution limits. At the same time there is a bypass route without restrictions on the road the same or higher class, state deputies.

Low Emission Zone would be marked by special signs and breach of the duty would be traffic offense. Vehicles entering the zone should mark the issue according to their emission parameters.

"The objective is also to encourage owners of older vehicles with more frequent detour into city centers to their replacement by a more modern with better emission category," explained promoters.

Promoters at this point inspired measures introduced by the London, Stockholm and some other Western European cities.

Coalition members point out that just decreasing emissions of air pollutants, particularly fine particulate matter (PM10, PM2, 5) and polycyclic aromatic hydrocarbons (PAHs) are the biggest environmental problem in the country. The main agents are the energy industry, household heating and transport.

These waste products represent a wide range of health risks. "The particles increase the overall morbidity and mortality, particularly cardiovascular disease, decreased lung function with spirometry in children and adults, increase the demand for drugs in the expansion of bronchial asthma with respiratory problems and shorten life expectancy," said the presentation report. "Air pollution particles has very likely influenced by the fact that about 15% of Czech children suffer from respiratory allergies," say the promoters.

They recall also that, because of exceeding the emission limits for particulate matter, the European Commission and the Czech Republic even infringement of the TFEU.

MEPs problem lies in the fact that existing legislation does not allow for the acceptance of carbon into account air quality in different regions. Newly would be according to them had a permit granted in terms of level of air pollution in the area.

Promoters acknowledge that the measure will mean significantly increased administrative burden for regional offices. Stricter emission limits shall come financially especially for operators of stationary sources that affect air quality deteriorated situation in the area. "Implementation of stricter operating conditions will mean for the operators increase the investment cost in the order of million in equipment to prevent emissions and increase operating costs to ensure the required emission reductions," said the legislator. They added that for sources where they have not controlled, can lead to cuts in production and profit."This resource will also be regulated competitively disadvantaged against the resources that are in areas where pollution limits are exceeded or there is a similar regulation in place," he said.

Promoters refer primarily to the unfavorable situation in the critical winter periods in the Region. Therefore, the Chamber of Deputies recommended to speak with the draft agreement at first reading.
