Deputies returned to the Senate bill on transparent financing of political parties

PRAGUE (MEDIAFAX) - The draft law on financing of political parties more transparent returned on Tuesday, the Senate House. Marek Benda (ODS) has suggested that the Senate act even discussed as to avoid legal persons in party financing and set the ceiling on donations from individuals not in accordance with current legislation.

At its 23rd meeting of the Senate passed with amendments bill on association in political parties and movements, designed by senators led by Jiri Dienstbier (CSSD). Draft wants to reduce the cost of election campaigns and increase the transparency of management of political parties. Members of the proposal on his 47th meeting on Tuesday returned to the upper chamber for revision.

The standard introduces a complete ban on such parties to accept any donations from legal persons and establishes maximum value of the gift from the person. Every individual in a calendar year would be able to devote the maximum of one million crowns. "To one who has the most money, could influence the political process more than other citizens of the Republic. People do not trust the system, this might help. Sanction for non-compliance is a political price, which is disclosure" justified on Tuesday, Jiri Dienstbier.

Joined, that the purpose of the proposal is to reduce corruption environment in the financing of political parties. "We want transparent rules for campaign financing and operation of the parties. Apart from elections to local councils and communities must all entities on the ballot to create a special account from which will fund a campaign to five thousand it may be in cash, otherwise not.At the end of the campaign party or movement within sixty days, submit a report to the Audit Committee of Deputies with a complete statement of the special account and evidence of expenditure that went elsewhere. The same information will be on the internet, whether it can check each individual, "said Senators Dienstbier vision.

The Senate proposal also establishes spending limits for political parties at elections. In elections to the Chamber of Deputies, Parliament and regional assemblies to be the limit of 80 million, the Senate elections three million crowns for each candidate side. Report on the annual accounts of the parties shall prepare an auditor who is a member of this party, and standard introduces a publication of annual financial reports of parties on the Internet.

Against the proposal came ODS deputy Marek Benda. "Limits are not correct, or for the amount of the gift or the purposes of the exclusion of legal persons. Why not, if it is transparent. Addition, the proposal is full of ideals and dreams that are not in conformity with the applicable legislative framework of the Czech Republic, the people who do nothing wrong till now would suddenly crossed the law. therefore propose to return for completion, "explained Benda.
