It ended an extraordinary meeting of the House of Commons, MPs elected to the new ombudsman


PRAGUE (MEDIAFAX) - Members on Tuesday ended its emergency meeting. It chose the former constitutional judge Paul Varvařovského discuss the new amendment to the Ombudsman and the Public Procurement Act, which allows companies with bearer shares to participate in public competitions.

The meeting began shortly after 11 hour speech by President Vaclav Klaus, who even before the meeting welcomed the head of the Chamber of Deputies Miroslava Nemcova (ODS).

Klaus on his second visit to the plenary session the lower chambers of parliament warned against expansion of the Constitutional Court. "The Constitutional Court should not act as third and anyone rampant parliamentary chamber. Are endowed with this power only directly elected representatives of the people," said the president.

After the speech the head of state space had all four candidates for the Ombudsman. The first speech he made the former constitutional court judge Paul Varvarovska, which had the support of all three coalition parties. "The Ombudsman should be more visible, more vocal, to say what they think. It has to be his profession, to be the one who gives people the feeling that someone was heard by someone who's problems are not funny," said Varvarovska.

Nominant president, political activist and founder of the league Solomon John Bok, he complained at the pulpit, that the chances of all four candidates are not the same as the coalition parties have already decided. "Although the camera is the choice of the Ombudsman, the coalition has previously declared that Paul chooses Varvařovského. MEPs to facilitate the work when you are unable to agree on other points of negotiations," criticized Bok."However, if a miracle happened, and I was elected, I would not disappoint the President, nor you, nor citizens," he said to Members.

Another of the president's candidate, former Governor of South Bohemia, Jan Zahradnik, at the beginning of his speech, thanked President Vaclav Klaus for his nomination. "It's the biggest award for me, whom I have ever received," he said. He stressed the Ombudsman Motejl, who died suddenly in May. The office created by him, which is a guarantee that his work will be able to establish his successor.

"Members of the Ombudsman should be seen as a feedback as a quality source of information needed to control operation of law," the last of the candidates, head of the Prague Jewish Community Frantisek Bányai. The Ombudsman should serve him, particularly by protecting the weak and defenseless.

Finally, he was elected to chair 98 parliamentary ombudsman Paul Varvarovska voices. In the second round dueled with John Bok, who won 22 votes. Varvarovska said he wants to expand the powers of the Ombudsman in order to better cooperate with the Constitutional Court.

Petitioner amendment Carolina Peake (VV), however, explained that the amendment merely corrects an error received previous House of Commons. "The law was given that public procurement can not participate in company with bearer shares. This causes a problem for the Czech Republic," she explained. Law on Public Procurement, which has come into force on 15 September this year, namely the distinction between anonymous shareholders, companies with bearer shares dematerialized.
