E15: Contracts Czech criticize the U.S. Army

Mediafax

PRAGUE (MEDIAFAX) - Inspections of suspicious orders imposed by the Ministry of Defense Ministry director Alexandr Vondra revealed other skeletons. As Tuesday's release informs the E15, they are buying the Swedish artillery radar Arthur at 1.8 billion and anti-RBS-70 for 1.1 billion.

According to the document, which managed to get daily, criticized these stores closed tenders without even the United States. "Information that is available from the U.S. Embassy, ??do not explain why the Department of Defense deviated from the standard acquisition practices and the EU and NATO not leave the international defense industry enterprises to compete for the best solution," she wrote in a letter of January 2005 the then Defence Minister Karel Kuehnl(Freedom Union) Embassy. It also warned that contracts can damage the credibility of the Czech system of awarding military contracts. "It must be ensured non-discriminatory treatment for all companies in favor of the Czech taxpayers will be in accordance with accepted international treaties," highlighted the embassy.

Shopping radars and missile sets have been agreed for Kühnlova predecessor Miroslav Kostelka handpicked CSSD ex-premier Stanislav Gross. Three artillery radars, including Arthur trainer, said that the Swedish Ericsson, while the Czech army needed. And certainly not urgent, for example, due to the necessity to protect the lives and health of soldiers and civilians, which is the only possible way to defend arms purchases without tenders. With the deployment of artillery in the Czech foreign missions are never counted because they do not have technique, whose caliber is compatible with NATO. For radars are still looking in vain exercise. Since last year's plan to protect the Polish base in Afghanistan, the Ministry abandoned.

A little more meaningful to the daily purchase of sixteen mobile antiaircraft systems RBS-70 from the Swedish Saab. These suits have replaced outdated Soviet Strela-2M S. Even in this case the buyer does not push the time to write and tender. Both purchases are the most striking price. According to SIPRI Stockholm Peace Institute, whose experts are constantly monitoring transactions involving weapons, such as Greece and Norway pay for the Arthur radars for less than half of the Czech Republic. Even worse outcome compared to the price system RBS-70.Perhaps Thailand and Venezuela came in the nineties to complete one of these $ 267,000, while the Czech pay for a piece of more than 2.7 million dollars.

CSSD has recently called for the establishment of a parliamentary commission of inquiry to Army procurement. Acting head of the Social Democrats Bohuslav Sobotka asked to check all purchases since 1993, even those on which his party was involved. However, the Coalition did not support the creation of the Commission on the grounds that such parliamentary bodies have never been clarified.
