Members decide on the budget of the Czech Republic next year

PRAGUE (MEDIAFAX) - A key point of the December meeting of Members, which begins on Tuesday, to approve the budget of the Czech Republic next year. It counts with revenue of $ 1.044 trillion crowns and expenditures in the amount of 1.18 billion crowns, but has many opponents especially among opposition MPs and trade unions.

The budget for 2011 foresees revenue of $ 1.044 trillion crowns. Expenditure to climb to 1.18 trillion and the state anticipates that he had to finance their obligations will miss 135 billion crowns. The deficit represents 4.6 percent of gross domestic product (GDP). It's a bigger commitment than a deficit of 4.8 percent of GDP, which is calculated at the beginning of the convergence program, the government of Jan Fischer.

Necas's cabinet proposes a number of cuts and austerity measures such as tariff reduction of salaries of employees in the public sector. It especially does not like trade unions and opposition parties, the Social Democrats and Communists. Both sides declared in advance that the budget will not support in the House. The state budget, they shall be discussed as the first item on Wednesday, the day when the strike will take place in Prague, civil servants, mainly from health care.

The meeting starts on Tuesday, the House bill on public procurement, which the Senate returned to the lower chamber. The amendment comes from the pen of MPs governance, Peake and Carolina Christina Koci. Its aim is to correct an error in the Act of May this year, due to that from 15 September may not participate in tendering companies with bearer shares, for example, or CEZ, Komercni banka and the Czech Savings Bank.The standard is therefore contrary to European law. At its December meeting discussed in the House of Commons and the government's second reading an amendment to reduce the salaries of judges and representatives of state power, which reduces the wages of politicians, judges and prosecutors by five percent. Salaries of politicians should be reduced until 2014, the constitutional committee, however, the House proposes to pay all court officials were reduced only in 2011.

Legislators also discussed changing the Constitution, proposed by coalition MPs VV, ODS and TOP 09 The standard would significantly limit the immunity of legislators, now would be continued only for the duration of the mandate. If this bill is adopted, members should be punished for their sins after the election period.

Members also discussed the workshop CSSD standard, which changes the conditions for buying military equipment and it omits the so-called intermediaries. The amendment, which the government has already discussed and expressed her negative opinion, to prevent corruption and transparency of relationships between suppliers and the Ministry of Defence, explained the agency Mediafax deputy Jerome Tejc (CSSD). "In principle, the biggest problems that were at the Defence Ministry, the fact that the military has to buy materials from companies that are 51 percent Czech," said Tejc, which is one of the authors.

Members discussed the second reading and the bill, which establishes the Central Employment Office. Operating costs of the existing 77 offices are now about 1.7 billion per year, an amendment to save 175 million crowns."Savings will primarily be a centralization of certain activities and central energy purchasing and other operational items," said promoters. Opposes the proposal CSSD acting chairman Bohuslav Sobotka, who believes that the central office will complicate the situation of the unemployed.

On the agenda for the December meeting should come among others, the Senate amendment to the law on road traffic, which mitigates some effects of changing the points system and punishment system for the management of low amounts of alcohol in the blood. The amendment has already passed the Senate. Anticipates that the drivers for minor offenses will not lose points, but only get a fine. This is essentially a minor speeding offenses or other single point.

Members should also discuss an amendment to the Act, which introduces the possibility of adjustment in respect of claims, an amendment to the property tax, which relieves operators of parking lots, or amendment to the Criminal Procedure Code from the workshop of social democracy, which has a more effective fight against corruption and organized crime.
