SAO: Czech Education danger of losing hundreds of millions of crowns from EU

PRAGUE (MEDIAFAX) - Due to a poorly written project documentation Operational Programme Education for Competitiveness Czech education system can lose up to several hundred million from European funds. On its official website about it on Monday informed the Supreme Audit Office (SAO).

"The inspectors found major deficiencies in several areas. Ministry of Education, for example, did not provide the Monitoring Committee for approval all the selection criteria for projects. Thus violated European regulations and threatened because they would not have to pay EU subsidies amounting to several hundred million," states in its conclusions SAO audit report.

The Supreme Audit Office has focused on operational program Education for Competitiveness, namely the priority axis 1, ie the initial training program.Office has examined not only the functioning of the system, as well as 43 individual projects for CZK 145.8 million, of which nearly 124 million would be paid by the European Union.

For example, according to the Ministry of SAO ever measured improving equal opportunities for children in most of the areas identified in the operational program. In the annual reports for the years 2008 to 2010 in addition resort of Education submitted to the European Commission in many cases incorrect information about how the operational program Education for Competitiveness developing.

"In selecting the projects themselves proved to be a key issue at high risk of subjective evaluation. Projects is deciding about the high number of selection board members who were biased therefore had a relationship to ongoing projects and could affect the overall outcome of the vote as well as competing projects," continues criticism of the actions of the Ministry of SAO, accordingwhich the Ministry of improper composition of selection committees risking questioning their impartiality and objectivity of the selection of projects.

In the EU project money to schools to allow simplified system of funding to recipients of grants and buy equipment that the conclusions SAO was not related to a specific project for which the money received. Procure for them such as furniture or white goods.

"The Ministry of Education is failing in its review of public procurement, which lists the recipients of subsidies. Example, in EU projects the ministry has no money to schools on public procurement no idea, because it does not follow," concluded his evaluation report SAO.
