SAO: Colleges wasting money and the Ministry is not checked (30 October 2012)


PRAGUE (MEDIAFAX) - Inspection of the National Audit Office (SAO) focused on the conditions of obtaining grants for universities. Checks have figured out that colleges treat money inefficiently and the Ministry of Education can not freely set the conditions for projects to watch, this follows from the SAO report published Monday.

For example, the Ministry did not require grant applicants to include in their investment plans evaluate the effectiveness of the investment. The resort is practically deprived of the opportunity to re-evaluate whether the available resources are spent effectively. Supported, for example, the purchase of two buildings at the Charles University in Prague Opletalova for 372.5 million crowns. These buildings while at the time of completion of the inspection were already a year and a half empty.

SAO checked 14 investment projects for which beneficiaries received a total of 4.4 billion crowns. Revealed deficiencies in five of them. Recipients of mistakes in the early stages of project preparation and procurement. For example, Palacky University in Olomouc (UPOL) due to errors in the specification built a new pavilion Faculty Envelopa about three years longer than planned and the construction budget has climbed to double, ie a billion crowns. UPOL also broke the law when he commissioned more work to contractors in negotiated procedure without publication, although their volume exceeded the statutory limit of 20 percent of the original contract.

Planned budgets have failed to abide by the VSB Technical University of Ostrava.The Technology Pavilion CPIT expenditures exceeded the original budget by 24.7 percent, in large auditoriums Pavilion FAST then by 46.5 percent.

The Ministry of Education also most investment projects participants are committed to the assets acquired from subsidies will at least for a certain period of time used for the purpose for which the aid received. Likewise, they did not ban convert subsidized property to someone else, and committed to the property for a specified period of time to operate properly.
