The House will decide the fate of the church restitution

PRAGUE (MEDIAFAX) - The law should separate church and state and means to deal with those whom communists confiscated property. There is, however, that the project, which will address the House of Commons on Tuesday, it will receive the necessary support, the opposition is strongly against a coalition and not uniform.

Restitution of the church from Tuesday comes back to the House. The law, which has to straighten relations between church and state, I sent him back from rejection senators. The upper chamber is especially displeased that breaks the standard 28th February 1948 and become indebted for the next thirty years.

The opposition believes that the government's proposal would return church property more than they ever owned. The proposal is based on the agreement with the Government of Churches, an increase in the total amount of in-kind restitution of the original 51 billion crowns to 75 billion crowns. With this increase, however, reduces the total financial compensation of 83 billion to 59 billion.

The primary objective property settlement is to allow churches and religious communities that are economically independent of the state. The main part of the returned property is in farm property. Restitution will cost to churches to pay for 30 years. During the first 17 years of the entry into force of the Act on the property settlement, however, will continue to contribute to the state churches of their operations. The first three years of the contribution will be the same as at present, the next 14 years will be reduced annually by five percent.

"Unfortunately, we handle it all at a time when the Czech economy forfeited. Government that says government fiscal responsibility, presents us here with another state debt to GDP impact on the state budget and the debt of future generations for thirty years," said Vladimir Dryml (CSSD) another reason to reject the amendment.

The opposition described as problematic as the number of churches that are included in the Act. A total of 15 churches and religious societies. "But property settlement covers only eight of them coming in the decisive period. Created seven after 1990 and not returning them as giving them no property was stolen by the previous regime," said Jan Hejda (CSSD) for the marketing committee. He also pointed to the imbalance between restitution of individuals and churches, which, in his opinion, raises a number of legal disputes.

The law, which is designed to correct injustices and religious property companies to restore property confiscated after 1948, gives the number of population policy and great emotion. While the government coalition norm considered as one of the basic objectives of the legislature, the opposition criticized the proposal long and tries to prevent its adoption, or at least delay it."Certainly we want to have church restitutions a year for two postponed. Their funding is also tied to the approval of the tax package," he said last week Bohuslav Sobotka, President of the Social Democrats. Consistent with Communist Party leaders have also expressed Vojtech Filip and KDU-CSL Paul Bělobrádek.

The tax package is yet in danger. Six rebel deputies in ODS rejects that both the VAT rate increased by one percentage point. Working Committee of the Civic Democrats with them now negotiating a compromise variant. Against tax increases but there are other members of the ODS, such as Hynek Fajmon or Boris Stastny.

Prime Minister Petr Necas last week expressed concern that if the law does not pass this year, so may confound the results dealing with churches. "We'd have to start all over again and you might have all been receptive to discussions again. It's not just about property settlement, but about the relationship of church and state has been waiting for many years. Churches should be samohospodařící, independent of the state, "said the Premier.

That the law did not pass the House, signaled on Thursday, Deputy Prime Minister Karolina Peake (PEOPLE). Peake said that if you hit the consolidation package that includes tax increases, there will be a fall in the budget and restitution may not gain support legislators. "First, it should be approved and the tax package should come to a number of restitution," mentioned.

If the law passed by vote, to take effect from 1 January 2013.
