NERV proposes to effectively manage state spending

Prime Minister Petr Necas on proposals NERV entrusts the Ministry of Finance within the system key performance indicators in the public administration.

Working group NERV for key performance indicators (KPI) in public administration, the government proposed a system to manage costs in public administration. The proposal builds on the government's strategy of international competitiveness. "Authorities at all levels do not work as efficiently as we would like. Moreover, often leads to unnecessary waste and PCB savings are no longer possible, "he said at a press conference, Prime Minister Petr Necas. The state has since 2009, for example, the number of jobs in the civil service by more than 10,000.

The Prime Minister will now submit to the government resolution, which entrusts the Ministry of Finance KPI processing system in the public sector and its linkages to the budget."By the end of this summer, in addition the central institution of choice of these indicators published on its website," said the Prime Minister.

Key performance indicators introduced many countries such as Great Britain, France or Germany. In all states, this has led to significant savings and efficiency of public administration. "For example, only in the area of real estate management according to calculations NERV we could save up to 870 million per year," said the Prime Minister.

NERV dealt with the introduction of KPIs for support services, namely the so-called back-office. "These are our suggestions, and we will be happy if the Ministry of Finance will adjust so that institutions operate more efficiently. The main principle is not to say cut costs by twenty or thirty percent, but a comparison of individual institutions. We want to show you are better, you get worse and you need to improve, "said supervisor working group NERV Jan Prochazka.

The working group developed the particular area of real estate management, where it already possible to use existing systems that have become available. "We do not want the state to build a new system. We have designed a set of indicators and possible management decisions based on them can be derived, "said study co-author and collaborator George NERV Peanut.
